The Planning Division under the Community Development Department is responsible for all aspects of community planning and implementation of State Planning, Zoning and Development Law, the Subdivision Map Act, and the California Environmental Quality Act, along with the City's zoning and subdivision ordinances. The major portion of work in this section is related to current planning activities, including zoning, subdivisions and development review, sign review, and special studies. The Division also prepares, updates and implements the General Plan and its Elements, and prepares special studies and projects, the Airport Master Plan, Airport Land Use Compatibility Plan and the Housing Element Update.

The Abatement & Compliance Division enforces the City's zoning ordinance, condition compliance review, and review of ongoing land uses, administers the Residential Rental Business License Program, and is responsible for the Animal Control program. The Building Division is responsible for implementation and enforcement of the Model Codes: Building, Plumbing, Electrical, Mechanical, etc. All structural plan checking and inspection of new construction are carried out by this Division. Abatement of substandard and unsafe buildings and related program support are a part of this Division as well.
