ELECTION “BY DISTRICT”
(The information below outlines the process leading to placement of Measure E - Districting on the November 2010 ballot.)
Consistent with Vision Madera 2025 Strategy 302 – District Representation, the Madera City Council has taken the initial steps in preparation of the November 2010 general election where the question of how members of the City Council are elected to office will be placed on the ballot. Members of the Council are currently elected at-large and represent all City residents. If voters approve a change to a “by district” election process in November 2010, voters can expect to see the first phase of district elections in 2012. A “by district” method means that the candidate for office must reside in the district in which he or she is running for office and only the registered voters residing within that district can vote for that candidate.
In order to provide a basis for the ballot language, the City Council approved the following guidelines: 1) election “by district” process, 2) six council districts, 3) mayor elected at large 4) four year term of office for council members and mayor, and 5) hire a districting consultant to conduct demographic study.
The City hired Doug Johnson of National Demographics Corporation (NDC) to facilitate the process. A series of community forums are scheduled to introduce citizens to the district election process. At the forum, members of the public in attendance will have the opportunity to provide input on “Communities of Interest” and receive information on use of Public Participation Kits.
“Communities of Interest” describe how a neighborhood identifies itself through a common interest. It’s the neighborhood saying, “This is what’s important to us. This is how we connect as a neighborhood.” Examples include: schools, local parks, neighborhood retail, new development, churches.
Public Participation Kits are a tool developed by NDC which allow residents to draw suggested district boundaries using maps and population counts.
Tell us what’s important to your neighborhood. Get your neighbors together, your homeowners association, your community groups. Ask us for a Public Participation Kit and make this a neighborhood project. Your voice counts!

Districting Plan Selected At its December 16, 2009 meeting, the Madera City Council selected NDC Plan D for inclusion in the proposed ordinance to be considered for the November 2010 General Election.
