CITY COUNCIL REDISTRICTING 2011

California Elections Code 21600 et.seq. requires that the City Council adjust the boundaries of any or all of the council districts so that the districts shall be as nearly equal in population as may be following each decennial federal census.  Criteria  considered when adjusting boundaries includes: that it comply with state and federal legal requirements, respects communities of interest, follows visible natural and man-made boundaries, are compact and contiguous, do not overturn continuity in office, and preserves core of existing districts.  Boundaries must be adjusted before November 1, 2011.

The Madera City Council will consider selection of a draft plan map for redistricting at a regular Council meeting on Wednesday, September 21, 2011 at 6:30 p.m.  Public input is encouraged.

COMMUNITY FORUM - AUGUST 22, 2011, 5:30 P.M.

A community forum will be held on Monday, August 22, 2011 at 5:30 p.m. in the Council Chambers at City Hall located at 205 W. 4th Street, Madera, California 93637.  Members of the public will have an opportunity to provide input on "Communities of Interest" and learn about the use of Public Participation Kits.  Deadline to submit suggested plans: Friday, September 2, 2011.

“Communities of Interest” describe how a neighborhood identifies itself through a common interest.  It’s the neighborhood saying, “This is what’s important to us.  This is how we connect as a neighborhood.”  Examples include:  schools, local parks, neighborhood retail, new development, churches. 

 Public Participation Kits are a tool developed by National Demographics Corporation (NDC) which allow residents to draw suggested district boundaries using maps and population counts.

8/17/11 - NDC presents Initial Analysis findings and redistricting overview to Council.

8/22/11 - Community Forum held in the Council Chambers at City Hall, 5:30 p.m.

8/22/11 - 9/2/11 - Public Participation Kits available to public.

9/2/11 - Deadline to submit Public Participation Kits.

9/21/11 - NDC presents draft plans to City Council and Council selection of plan.

10/5/11 - City Council considers introduction of an ordinance amendment for selected plan.

10/19/11 - City Council considers adoption of an ordinance approving amendment for selected plan.

10/31/11 - Implement Plan - Coordinate with County Registrar of Voters

 

DISTRICT ELECTIONS

The first election by district will occur in November of 2012.  Members of the Council will be elected by district and the Mayor will be elected at-large.  The City of Madera is divided into 6 districts.  Including the Mayor, the Madera City Council will become a Council of seven members beginning in December of 2012.  Members elected at-large in November of 2010 will complete their terms in office through 2014.  The transition period to fully implement election by district will be completed over a two election cycle with the first phase occuring in November of 2012 and the second phase occuring in November of 2014.
